Office of Special Investigations
Office of Special Investigations
The Georgia Bureau of Investigation (GBI) Office of Special Investigations (OSI) was created in August 2022 and is supervised by one Special Agent in Charge, two Assistant Special Agents in Charge and a Forensic Auditor Manager. The OSI investigates allegations of public corruption, election related offenses, unsolved homicides, and financial investigations.
Public Corruption Unit
The OSI Public Corruption Unit investigates all manner of public corruption allegations involving Elected Officials and Constitutional Officers, or Criminal Justice and other Governmental Agency Heads. Additional leads and requests for investigations that can initiate a public corruption investigation or assistance on a more limited basis are immediate relatives of a state public official, public figure, or a government employee, or a person having a direct business or other direct professional relationship with a state public official or public figure.
Additionally, the OSI Public Corruption Unit investigates acts specifically where incidents related to an election event are criminal in nature and would have affected the outcome of an election. Requests for assistance and the initiation of investigations would occur only after thorough review by the GBI Director, Assistant Director, Director of Legal and the Deputy Director of Investigations.
If you have a complaint or tip about questionable election-related activity, please contact the Georgia Secretary of State's Office and complete the Stop Voter Fraud Form or call 877-725-9797.
Cold Case Unit
The OSI Cold Case Unit (CCU) was established to assess and investigate certain "cold case murder" investigations initiated by applications in compliance with the Coleman-Baker Act (CBA) and certain cold case murder investigations reviewed at the sole discretion of the CCU.
For more information about the Coleman-Baker Act and how to submit an application please visit, https://gbi.georgia.gov/coleman-baker-act-application.
The CCU also provides Behavioral Science Services (BSS) combining investigative/operational support functions, training, and research to aid federal, state, local, and foreign public safety agencies investigating unusual, bizarre, or repetitive violent crimes. Request for assistance from law enforcement agencies only should be made through the GBI OSI CCU where a GBI Special Agent Profiler will evaluate the request and coordinate the service.
Financial Investigations Unit
The OSI Financial Investigations Unit (FIU) is comprised of a Forensic Auditor Manager and Forensic Auditors that provide financial analysis services in GBI criminal investigations. The Forensic Auditors use accounting, auditing, computer, and investigative skills to assist in examining financial evidence of an alleged crime. The Forensic Auditors are Certified Fraud Examiners and are extensively trained to meet the demands of complex financial investigations to include theft, embezzlement, mortgage fraud, insurance fraud, drug investigations, death and arson cases that have a financial motive.
FIU accepts requests from GBI work units and other State of Georgia agencies. The FIU prioritizes requests from GBI work units and on a limited basis from other law enforcement agencies with an emphasis on Death investigations, Child Crimes, Human Trafficking and Gang investigations, and Elder Exploitation. All requests are evaluated by the FIU Managing Auditor and the OSI ASAC.
